Article 74 of the Constitution of the Republic of Cuba,
related below, is fictitious. Any similarity to other democratic and respected
in real life Constitutions, is entirely coincidental and unintentional:
Article 74:
The National Assembly of People’s Power elects, from among its deputies, the
Council of State, which consists of one president, one first vice president,
five vice presidents, one secretary and 23 other members. The president of the
Council of State is, at the same time, the head of state and head of
government. The Council of State is accountable for its action to the National Assembly of
People’s Power, to which it must render accounts of all its activities.
This shameful manipulation of the Constitution of the
Republic of Cuba has ensured the perpetuation of the totalitarian and
dictatorial power of the Castros, since they reduce to 600 prejudiced,
influenced, pressured and compromised citizens, the total of "voters"
who are allowed to "choose" the President and other members of
the ruling elite of the nation, with the additional fraud of "single
party", the "united vote" and the self-called "historic
leaders". And if to this undemocratic and shameful election we add the political
apathy, corruption and double standards which have reigned and are reigning in
this National Assembly, where we come to know, despite the lack of transparent
information and the secrecy that characterizes Castros' regime, scandalous
cases like: José
Padrón, destituted for corruption in the Tourism Ministry(1976-1986); Luis
Orlando Domínguez of the Institute of Civil Aviation(1978-1987) condemned to 20 years in prison for corruption
and conspiracy; Arnaldo Ochoa of the Armed Forces degraded, tried on drug
charges and executed on July 13th, 1989; Jose Abrantes of
the Interior Ministry(1985-1989) dismissed for tolerance in the Ochoa case,
abuse of power, neglect of duty and misuse of resources and convicted to 20
years for corruption; Diocles Torralbas
of the transporting Ministry(1985-1989) prosecuted for corruption and conspiracy
in June 1989 and a month later sentenced
to 20 years on charges of malversation, abuse of authority and misuse of
resources; Levi Farah
Balmaseda of the Ministry of Construction Materials(1987-1989)
destituted for corruption and conspiracy; Marcos Lage Coello of the Ministry of
Iron and Steel-Mechanics and Electronics Industry(1977-1990) dismissed for
corruption; Victoria Velázquez of the Union of Young Communists(1994-1997)
dismissed for corruption; Roberto Robaina of
the Ministry of Foreigh Affairs(1993-1999) destituted for corruption and lack
of confidence; Orlando Rodríguez
Romay of the Fishing Ministry(1995-2000) dismissed for
irregularities in his administration on corruption in his Ministry; Nelson
Torres of the Ministry of the Sugar Industry(1993-1997) dismissed for corruption;
Ibrahim Ferradaz of the Tourism Ministry(1999-2004) dismissed for corruption; Ignacio
González Planas of the Ministry of Informatics and Communications(2000-2005)
dismissed for corruption and negligence; Juan Carlos Robinson of the Political
Bureau of the Communist Party deposed from office in April 2006 for "abuse
of power'' and "softening and indiscretions'' and was sentenced two months
later to 12 years in prison for influence trafficking; Fernando Remirez of the
Ministry of Foreign Affairs(1992-2009) dismissed for serious deficiencies and
serious "irregularities", including payment of bribes, malversation
and diversion of resources abroad; Carlos Lage of the State Council(1992-2009)
dismissed for conspiracy; Felipe Pérez Roque, of the Ministry of Foreign
Affairs(1999-2009) dismissed for conspiracy; Otto Rivero of the State Council(2004-2009)
dismissed for lack of trust and conspiracy; Alejandro Roca of the Ministry of
Food Industry(1976-2009) tried for corruption and sentenced to 15 years in
prison. We must add to these cases many others dismissed for negligence, for
inefficient control, deficiencies in office or personal and strategic
differences, among which we stand out Osmani Cienfuegos(1994-1999), Marcos
Portal(1983-2004), and Yadira Garcia(2004-2010); or Luis Ignacio Gómez, Member
of the Central Committee of the Communist Party and Minister of Education for
almost 18 years, who was removed from office in April 2008 for loss of "Energy
and revolutionary consciousness'', and "having traveled abroad more than
70 times '' in a decade "using the pretext of international cooperation''.
Besides, if we consider all those released from their posts, those who have
resigned, or have defected abroad as General Rafael del Pino and others, there
are plenty of arguments to demonstrate the illegitimacy of the Castros. To be continued...
