Since a long time ago the Cuban dictatorship has been coming downhill; and
the Castros have procured to prop here and there with great ideological and
moral sacrifices. However, despite the instability of the system, one of the
weakest and most vulnerable points of the regime is its Magna Carta. I think
the opposition leader, Osvaldo Paya Sardinas saw it this way. And the European
Parliament valued so with the Sakharov Prize; and so did U.S. President Jimmy
Carter with his praise in May 2002 in Havana. But unfortunately, the Castros also
understood so, and immediately fought back with cowardice, meanness and deceit. And it was not enough for them the neutralization
of Varela Project with persecution, harassment, and confinement of several of
its activists, but they did not stop until the physical elimination of its promoter,
the leader of the Christian Liberation Movement, Osvaldo Paya Sardinas. Today
we understand it is imperative to submit to Referendum Article 137 of the
Constitution of the Republic of Cuba, which legally prevents any analysis and
projection of a new democratic and prosperous Cuba as nation of the Cubans in
exile and in the island; but, while in Cuba a Constitutional Law is dictated,
or a truly democratic government is elected by all Cubans, we have decided to
send a Petition to Inter-American and European Courts of Human Rights for them
to examine the correctness of our desires and to back us as appropriate in
international law; based on three main arguments that we will state in future
