On February 6th, 2002, Ernesto Roque / Decoro Group published in www.cubanet.org: "Dissident Oswaldo Paya Sardinas said in Havana that the Varela Project collected the 10,000 signatures required in the Cuban Constitution to present or amend laws. The dissident announced that "the government has arrested, threatened, imprisoned and kidnapped more than 300 project managers in order that these signatures are not delivered to the National Assembly. Osvaldo Alfonso Valdés, president of the Liberal Democratic Party of Cuba, said: "The Varela Project is demonstrating that the Cuban opposition has moral force and is considered belligerent, because with all the limitations they have, from repression to lacking spaces in the press, is a milestone in achieving this figure amid the reigning fear. However, we may add, that it was then when the Committee of the Constitution and Legal Affairs of the National Assembly of People's Power of Cuba, under instructions of whom we all know, responded to the Varela Project initiative with the most absurd and undemocratic ever conceived idea; proposing that the Cuban constitution was amended to make the socialist character of the Cuban state permanent. And Article 137 was conceived, which I see as a rude joke, a major political blunder of the Castros, that will not stand first future analysis that our Constitution undergoes. And we all know well how the almost unanimous approval of such nonsense was maneuvered. Indeed, the current Petition we are launching to the European and Inter-American Courts of Human Rights will be a continuation of the struggle of Oswaldo Paya and the Varela Project; and I hope you understand it that way, because thus it was conceived and that is its intention. Therefore we emphasize on the need to ensure that this becomes a project of all Cubans, and accordingly, we should back it with the greatest possible number of signatures if we truly dream of a national popular uprising, or a future armed movement which could count on the solidarity and support of other nations.
